Europartnership helps County
Waste Plan
July 2004 saw the end of final consultation and adoption of Lincolnshire
County Council’s Waste Management Plan. Council approval
was given in May. The County was previously forecasting considerable
shortfall against the landfill targets set by EU and this translated
into EU landfill taxes penalties at an unacceptable level.
In June 2004 Europartnership was commissioned to help the Waste
Department formulate a plan for improving the way it disposed
of residents’ waste. With the amount of waste being produced
on the increase, there was a growing need to provide facilities
to ensure it was properly dealt with. The Waste Local Plan has
a vital role in providing a set of standards by which proposals
can be judged.
Richard Wills, Director for Development said "We began the Waste
Management programme with a technical report showing us what we had to
do but we didn't have a framework for working out how and where we should
implement it. With Europartnership we were able to develop that framework
and so evaluate our options systematically and objectively. This way
we could work through the difficult decisions with councilors and our
Partners. We now have a formally adopted Waste Local Plan and everyone
knows their place in helping to deliver it."
Lincolnshire County Council recognised the need
for a catalyst to dramatically improve their performance. The vehicle
they chose was
europartnership's Performance Driven Management (PDM) programme.
